Update: Winter Storm Warning issued December 15 at 9:28AM EST until December 16 at 4:00PM EST by NWS Binghamton NY

* WHAT...Heavy mixed precipitation expected. Total snow accumulations of 3 to 8 inches and ice accumulations of up to two tenths of an inch. Winds gusting as high as 40 mph. * WHERE...Luzerne county. * WHEN...From 7 AM this morning to 4 PM EST Friday. * IMPACTS...Travel could be very difficult. The hazardous conditions could impact the morning and evening commutes. * ADDITIONAL DETAILS...Ice and snow will be heavy and wet which could bring down branches. Power outages are possible. The highest snow amounts will be across the highest terrain.
